Servicio público lo llevó a servir a México en Honduras, Colombia, Perú, Venezuela, Cuba, las Filipinas, Japón y Suiza. Rafael Bernal nació en Morelia, Michoacán, en 1915, y murió en Berna, Suiza, en 1972.
